U.S. Mission Pakistan is seeking applications from qualified individuals for the “Political Specialist” position in U.S. Consulate General Lahore.

Duties

Basic Functions of the Position: The incumbent is responsible for the monitoring and reporting on U.S. Consulate General Lahore consular district (Lahore urban district; province of Punjab) and national Pakistani press and media coverage of issues of importance to the United States and the press and media environment. Identifies and advises Consulate General Lahore leadership on strategies for promoting accurate and balanced Pakistani press and media coverage of U.S. foreign policy and American interests, correcting misinformation, and countering disinformation. Builds productive relationships with press and media professionals in person and online. The Press and Media Coordinator works under the direct supervision of the Strategic Communications Specialist or Public Affairs Officer (PAO) designee and has no supervisory responsibilities. Mission Pakistan is an OSM 5+ Mission consisting of Embassy Islamabad and the three constituent posts of Consulates General Karachi, Lahore, and Peshawar. Pakistan, and its stability and prosperity, is significant to U.S. national security interests. Pakistan is at the highest level of strategic import in the region and globally, and its government is a principal player with which the United States interacts on a wide range of pressing multilateral issues.


Qualifications and Evaluations

Requirements:
EXPERIENCE: Minimum four (04) years of experience in a media outlet, international organization, government, or the private sector, with experience in communications, journalism, public relations, or public affairs is required.
JOB KNOWLEDGE: Must have detailed knowledge of U.S. foreign policy objectives and American interests in Pakistan, especially as they apply to press and media professionals, outlets, and online publications, is required. A comprehensive understanding of Pakistani press and media institutions, professional journalism standards and practices, and trends in audience preferences for information consumption (print, TV, radio, online) is required. Must have an understanding of communication trends in the region and internationally as they affect the Pakistani information landscape and must be familiar with influence patterns in information flow. Must have knowledge of marketing techniques, market analysis, and audience analytics. Must be able to understand U.S. historical, political, economic, social, and cultural forces that shape U.S. foreign policy, as well as U.S. press and media standards, norms, and practices. Must be able to gain detailed knowledge of Department of State Public Diplomacy engagement tools and the related policies and procedures.
Education Requirements:
Completion of university degree (16 years of education) in Journalism, Communications, International Relations, Political Science, Economics, or local equivalent is required.
Evaluations:
LANGUAGE: Level IV (Fluent) Speaking/Reading/Writing in English and Urdu is required. English l anguage skills may be tested.
SKILLS AND ABILITIES: Must be able to identify, analyze, predict, and continually assess the attitudes of press and media outlets and information consumers across a wide range of thematic policy areas. Must have excellent customer relations, interpersonal, and cross-cultural communication skills. Must be able to identify influential voices in both traditional and digital information outlets. Must have excellent written and oral communication skills in order to speak publicly; write reports, press releases, and other products; engage in online forums; and contribute to publications in English and Urdu. Must be able to tailor communications to fit formal and informal situations. Must be able to brief U.S. officers and visitors on a variety of issues and interpret between English and Urdu for public programs. Strong event and management skills are required. Good keyboarding and data entry skills are required; excellent familiarity with electronic discovery tools, in particular the internet, and standard information retrieval practices and procedures is required. Thorough knowledge of various computer software programs, specifically Microsoft Word, Microsoft Excel, and databases. Must have good numerical skills to develop budget projections and statistics for press and media analytics. Must have considerable knowledge of TV and radio production and the technical needs of broadcast journalists and their crews to ensure proper logistics for television and radio coverage. The ability to use social media and mobile platforms, photo editing software, photo and video sharing sites is required. Skills and abilities may be tested.
