Purpose of the Consultancy


The consultant will provide support on severe acute malnutrition (SAM), nutrition in emergencies, nutrition screening, integrated nutrition services and support to nutrition stabilization centers to the flood emergency response in Balochistan province.


Background:


There is a nutrition emergency in Pakistan with wasting and stunting at 17.7and 40.1 percent respectively. Current flood in the country has exacerbated the challenge of nutrition emergency.


The Nutrition programme in World Health Organization is currently working through multi-sectoral approach along with Nutrition Wing, Ministry of National Health Services, Regulation & Coordination, other UN partners, and relevant stakeholders to provide screening and inpatient life-saving care to severely acute malnourished children in the flood affected districts in the country. In this regard, Nutrition Programme need support of a dedicated professional to assist national professional officer the nutrition component in this emergency response.

Start date: 20/07/2023


Work to be performed


Output 1: Report on establishment and strengthening of the NSCs at WHO targeted health care facilities


Deliverable 1.1: review and analyse date to identify gaps through need assessment, programming, and budgeting for filling in the gaps for sustainability of the NSCs at facilities by performing coordination activities at the provincial level.


Deliverable 1.2: Conduct data collation, analysis and interpretation from the WHO intervention sites


Deliverable 1.3: Assist in required coordination with stakeholders for smooth establishment and functioning of NSCs in target districts


Deliverable 1.4: Assist the Sub Office and concerned NPO in desk reviews and generating monitoring reports of the project activities.


Output 2: Country and Provincial data bases update based on the analysis focused on predefined nutrition indicators, and the data collected from the country through coordination from WHO provincial office.


Deliverable 2.1: assist in the planning, implementation, and reporting of emergency nutrition Interventions through monitoring of project activities and ensuring that resources are utilized on efficient and effective manner.


Deliverable 2.2: Assist in operationalize nutrition screening of under five children in camps, communities, and health facilities in the country and specifically in Sindh and Balochistan


Deliverable 2.3: draft daily reports to WHO Provincial and country office on nutrition screening data.


Deliverable 2.4: Design and adapt a referral mechanism for children identified to be malnourished through routine screening, to OTP or nutrition stabilization centers using a standard criterion.


Deliverable 2.5: Collect data and keep proper and updated record of all nutrition supplements, medicines and equipment of support provided to Nutrition Stabilization Centers/ camps/ facilities/ therapeutic supplies in the province.


Deliverable 2.7: provide support at provincial level, draft a report on the progress of the emergency response, highlighting the challenges, gaps and success stories and bulletins. Sharing of reports on screening/ referrals daily and process indicators weekly.


Technical Supervision

The selected Consultant will work under the direct supervision of Head of Sub Office.

Specific requirements


Qualifications required:


  • An advanced university degree (Master’s or higher) in nutrition, public health, medicine, nutritional epidemiology, global/international health and nutrition, health/nutrition research, policy and/or management, health sciences, nutritional epidemiology, or another health-related science field.
  • A first University Degree (Bachelor's) in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.

Experience required:


  • A minimum of two (2) years of relevant professional progressively responsible experience in in a developing country in one or more of the following areas is required: Maternal, Infant and Child Health/Nutrition, IYCF, Wasting Prevention and Management (Community Management of Acute Malnutrition), Social and Behavior Change Communication and Community based nutrition promotion programmes.
  • Experience in health/nutrition programme/project development in a UN system agency or organization is an asset.
  • Developing country work experience and/or familiarity with emergency is considered an asset.

Skills / Technical skills and knowledge:


  • Sound interpersonal and communication skills
  • Ability to show activeness and creativity in working environment
  • Excellent reports writing and analytical skills
  • Ability to work in the intensive care settings and willingness to travel to intervention sites, frequently.
  • Sound monitoring and supervision skills

Language requirements:


  • Excellent spoken and written skills of local and English languages.

Place of assignment


  • The selected candidate will be based in Quetta Balochistan and need based travel to selected provinces/areas as and when directed by the supervisor.
